What's a Phreatic Surface?

The phreatic surface is the water that naturally flows through an earthen dam, like Oroville Dam. To keep the dam safe, experts say the California Department of Water Resources must know with certainty how much water is coming out of the dam and where. If water flows out of the dam face instead of at the dam’s toe, experts say erosion could occur and the entire dam could wash away.
