Santa Clara County Foster Parent Accused of Lewd Acts on Child

A South Bay foster parent is accused of performing lewd acts on a 12-year-old boy and police are asking for help finding additional victims.

David Norman Elliott, 59, was arrested earlier this month after the boy’s mother contacted Mountain View police to report “inappropriate behavior” between her son and Elliott. Upon further investigation, Elliott was arrested at his mobile home off Moffett Boulevard, police said.

The boy Elliott is accused of molesting has relatives who live in the same mobile home park.

Elliott has been a foster parent in Santa Clara County for the past five years, authorities said. The alleged 12-year-old victim was not a foster child, but police said Elliott was recently a foster parent for another boy, a 17-year-old who ran away.

“I suspect there are more victims, because he was a foster parent who served the county for several years,” said Mountain View Police Detective Marco Garcia. “So we want to talk to any other victims about what was going on inside that home.”

Elliott is charged with making an obscene video with a child and felony kidnapping after he apparently took the 12-year-old victim on a trip to Oregon. He remains in custody at the Santa Clara County Main Jail, police said Monday.

Authorities are encouraging parents who believe their child may have been a victim of physical or sexual abuse to contact police.
