A coastal flood advisory has been issued for San Francisco and surrounding coastal areas.
The advisory will be in effect until 6 p.m. Wednesday and includes high tides and dangerous waves 15 to 20 feet high.
A flash flood watch is also in effect until Wednesday evening.
A downed tree in Mill Valley on Tuesday morning blocked a road and caused a power outage for about 200 customers, police and PG&E reported, as the North Bay was the heaviest to get pounded with rain.
Police responded to the downed tree just before 5:30 a.m. near Buena Vista and Carmelita avenues.
Police were blocking off access to the area, suggesting the drivers use the road behind the Mill Valley Tennis club to get out. Crews were able to fix the issue and get the power back on before noon.

Other roadways were flooded throughout the Bay Area, especially the areas of Corte Madera, Emeryville and San Jose.
CHP estimated at least 20 storm-related accidents Tuesday. Some streets in Los Gatos turned into ponds, or worse. A tree came crashing down in the Santa Cruz mountains, halting traffic in both directions until Caltrans crews could cut a path. Traffic backed up for more than two hours at one point.
Rangers in the Santa Clara County parks say downed trees were a common sight Tuesday, vulnerable because they have been weakened by the drought.
"It won't take much at all, We've had some fall today and we expect a lot more with the heavy rains," said Santa Clara County Park Ranger Supervisor Flint Glines.
The California Highway Patrol reported multiple accidents on Highway 17, and rain-related accidents tied up traffic all morning on Highway 101 near 680.
The storm also overwhelmed the South Bay's drain system, and at North Bascom Avenue and Stevens Creek Boulevard, the water trapped at least one car.
The Guadalupe River in San Jose, practically dry until now, came to life along the river trail near Taylor Creek.
