Tax Deal Equates to Second Stimulus Plan for Obama

President Obama effectively traded tax cuts for high earners for a second stimulus bill, getting in return a continuation of middle class tax cuts, an extension of unemployment benefits, a payroll tax cut and an assortment of other tax credits.
