A Bill That Takes Time to Pay For Itself

The Sacramento Bee offers a brief but telling deconstruction of one bill, which sets a small fee to process work permits for minors in the entertainment industry. But the amount of money generated by the fee is so small, it takes 20 years for the bill to pay for itself.
