U.S. Holds Unannounced High-Level Talks With Cuba

The U.S. and Cuba held their first high-level talks in years, State Department officials said.

A senior American diplomat met this month in Havana with senior representatives from the Cuban government, marking the first high-level talks between the nations' governments in years, officials said Tuesday.

State Department official Bisa Williams met with Cuban Deputy Foreign Minister Dagoberto Rodriguez earlier this month in Cuba, three State Department officials said.

Williams remained behind in Cuba after previously announced talks about restoring mail service between Cuba and the U.S., State Department spokesman Ian Kelly said.

The officials spoke on condition of anonymity because they weren't allowed to discuss details of the visit.
