The cities of Oakland and San Francisco may have to return millions of dollars in federal stimulus funds they received to insulate the homes of low income residents.
Oakland was given $4 million and San Francisco received $2.6 million.
According to the Mercury News both cities are behind in their weatherization projects. If they don't pick up the pace their funds could be reallocated.
State and city officials said delays in the two cities were due primarily to two factors: Unlike other regions, those cities took over the programs from nonprofits and had to start their weatherization programs from scratch.
The cities also decided to focus on insulating apartments instead of houses.
