Senate Environment Committee Chair Barbara Boxer (D-CA) has sent a letter to Attorney General Michael Mukasey urging him to require the EPA to withdraw a "blatantly illegal memo" which would prohibit carbon dixoide emissions from being taken into consideration when issuing air pollution permits.
