The body of a woman who was found behind a Concord business last Wednesday has been identified as 58-year-old resident Debbie Shandrew, police said.
Rickie Keefer, a 58-year-old transient was arrested Thursday when police found him sleeping in a vehicle, police said. A surveillance-camera footage led police to his arrest.
Shandrew was found by a security guard Wednesday night during his regular rounds at a business in the 2700 block of Clayton Road, near Oakland Avenue, police said. Her body was on the ground in a fenced-in enclosure near a dumpster behind the business.
The guard called police who determined Shandrew was dead and was the apparent victim of a homicide. Video from several security cameras in the area provided investigators with clear images of Keefer, "coming and going from the crime scene," police said.
The following day, Concord police officer on patrol spotted Keefer's car. Keefer was found sleeping inside and was taken into custody.
Keefer's last address was in Antioch, but it appeared he was living out of his car, police said. He has previous convictions in Illinois for robbery and burglary, and in California for burglary, theft and narcotics-related crimes, police said.
