The Raiders are experiencing turnover in the player personnel department, a natural occurence when transitioning from one regime to another. General Reggie McKenzie was fired by owner Mark Davis and head coach Jon Gruden in Dec. 2018 and replaced by Mike Mayock, who worked with McKenzie's scouts through the NFL draft.
That's common when changes at the top occur after the NFL season, a significant ways into the NFL scouting and evaluation calendar.
Significant changes have been expected for some time, well before Mayock sent several members of the scouting department home before the NFL draft and told some they wouldn't be coming back.
The Raiders are starting to make some important hires, and sources confirmed the Silver and Black have filled two big roles. Dwayne Joseph will be the director of pro scouting, or a similar title, and Jim Abrams will be the director of college scouting.

Joseph was previously Philadelphia Eagles director of pro scouting, a post he held for four years. He was with the Chicago Bears before that.
Abrams was had been a Cowboys scout since 2012. He has been in the business for decades, with extensive work with Tampa Bay and the 49ers. Abrams previously worked with Gruden in Tampa, when was Buccaneers head coach.
