That's the new policy at the DMV's Fell Street location in San Francisco, where office managers have instituted a policy that "frequently forces customers to line up outside, regardless of the weather," according to the San Francisco Examiner.

Waits at the Fell Street DMV average two to three hours for customers without an appointment, according to a DMV spokesman, whereas the state average is one hour. Customers at the SF DMV have the choice to either wait outside -- rain or shine -- or wait longer sitting inside, the newspaper reported.

Until recently, the office had two separate lines for people to enter and receive an number. That line's been consolidated into one line, which snakes around the block and means a wait outside in the elements before a number is even received.

“If I knew we had to stand outside, I’d have driven to Daly City instead," one customer told the Examiner.

“If I had a car, I’d drive to Daly City,” another said. “But I can’t get a car without all this business. It’s the cruel, cruel cycle of the DMV.”
