Pay Up, Rincon Hill. Whenever's Cool

A couple days after the developer of One Rincon Hill appeared to signal that he was holding out on millions in fees to the city (owed because he was allowed to build the vaulting pole in the first place), the fallout continues.

Apparently he's only required to pay once One Rincon Hill is issued a certificate of final occupancy, which he can ask for whenever he wants. Chris Daly's not cool with that, and has introduced legislation to fix what went wrong in the original agreement.

To wit! Force future developers in Rincon Hill to pay before residents move in. All's well that ends well?
